不過這個消息的來源地不在另的地方，
而是局內重要通訊--Lotus Notes。 (沒有好事發生的地方)

Subject: Acceptance of Advantages - China Airlines' discount offer to civil servants

Dear Colleagues,

You may have noted from today's newspapers (as attached) concerning the offer of special discounts by the China Airlines to civil servants.

Please note that in accordance with the Acceptance of Advantages (Chief Executive's Permission) Notice and Civil Service rules, civil servants in their private capacity may accept discounts offered by commercial organisations provided that similar discounts are available to non-civil servants and that the officers have no official dealing with the offeror. In all other circumstances, special permission will be required to be sought in accepting the offer.

In the case of China Airlines' offer, it is reportedly made to civil servants only, so its acceptance by an officer will require the special permission .

In considering whether special permission should be given to an officer to accept the offer, due regards will be given to the factors as set out in paragraph 16 of CSB Circular No. 15/2002. In particular, consideration would be given to whether the company has any official dealings with the officer; and if so, whether the acceptance of the advantage will give rise to a conflict of interest, or place the officer in an obligatory position towards the company or compromise his position in his official dealings with the company, etc.

Heads of Sections/Schools are requested to bring to the attention of their staff who do not have access to Lotus Notes Mail.
